Can I read the 'raw data' of whatever codes are present, even if it is not a "P" code or a check engine light event?

The title pretty much says it all. While I know you cannot interpret manufacture codes, and some codes do not trigger the check engine light, is it possible to get a read at any time of current codes, no matter the type?
Then I could use other sources/research on them.
