If I buy a device and if some 3rd person get to know my obd pin , will he be able to track my vehicle?

if I buy a device and if some 3rd person get to know my obd pin , will he be able to track my vehicle? and if ii get a pre-owned car with the same device , will the 1st owner of the car will be able to track my vehicle (as he knows the pin). how is privacy and security maintained in such cases ?

No, knowing the PIN of the adapter will not give someone access to your account, your vehicle or your data. The only way for someone to access your information is if they had your login info which is your email address and password. We don't even store your password in a readable form on our servers. Only you will know your password. So it comes down to you ensuring you have secure practices around how you manage your login information -- just as it is with any online or app account you own.
